Updated banner marker plugin, they're now working again

Added a plugin to show if players are afk, so you're not left wondering why someone is not responding. It also ignores afk players for sleeping.

Also updated server to 1.21.3, though this broke the banner markers (even though they are marked as compatible)

Changed map banners to not forcibly include the player name. Banners need to be picked up and placed again to reflect this.
